If you are a buyer, there are some occasions where someone can sign on your behalf as gestor oficioso with no POA required, but a seller always has to have a POA.

A buyer usually offers below the asking price, but when there are competing offers, the buyer may offer above the asking price.

No. The annual municipal taxes on property are very modest here in San Miguel de Allende. For median home values they amount to just a few hundred dollars a year. If you pay before the end of January there is a 15% discount. This tax is called the “predial” and the office that does the assessments is the Predial Office.
Every foreigner purchasing a property in Mexico needs an SRE permit. This permit comes from the Secretaria de Relaciones Exteriores.
However, purchasing a property in San Miguel de Allende does not require that the property be held in a bank trust; you can hold the fee simple title.
